Steward Training
NVQ Level 2 in Spectator Safety

This NVQ is for those working in the match day and events stewarding industry. It is one of only three qualifications that has been mapped to the National Occupational Standards. The Football Licensing Authority expects all stewards working at Premier or Football League grounds to be qualified in, or working towards this qualification or one of the other two (CEMS or NCFE Certificate for Event Stewards). It is suitable for sports grounds and stadiums, motor racing circuits, racecourses, arenas and public events such as carnivals.
The Qualification Structure
Candidates must complete all SIX mandatory units and may wish to complete one additional unit, however, this additional unit is not a requirement of achievement of the Level 2 in Spectator Safety.
Mandatory Units:
Prepare for Spectator Events
Control the entry, exit and movement of people at spectator events
Monitor spectators and deal with crowd problems
Help to manage conflict
Contribute to the work of your team
Deal with accidents and emergencies

Optional Unit:
Control and detain people at a spectator event for action by the police.
Performance Evidence Requirements
Although the NVQ is broken down into separate units, it is accepted that the work of the steward is not, therefore units are assessed together - in a holistic manner. It is expected that the candidate’s evidence will show that they meet this standard on at least two occasions when the assessor is present and that evidence is also available to indicate that the standard is met on occasions when the assessor is not present. Evidence of candidate performance will usually be derived from assessor observation and/or testimony from an expert witness of the candidate carrying out work activities in the workplace.
Training
It is expected that candidates will attend a series of training sessions to gain the knowledge and understanding requirements.
Portfolio
Each candidate will be provided with a structured Portfolio covering each of the units of the qualification. Candidates will be required to complete sections of this Portfolio which will provide all the evidence required to achieve this award.
Time Constraints
It is estimated that this Level 2 qualification will be completed by candidates within 16 weeks to 2 years from registration, depending on the ability of the candidates and assessment/observation opportunities.
Candidate Entry Requirements
There is no prescribed recommended knowledge, attainment or experience needed to gain access to this qualification. However, it is recommended that candidates are initially assessed on entry so that levels of literacy, numeracy, communication skills and sector understanding can be determined. Candidates must have the potential and opportunity to gain evidence for the qualification in the workplace.
Age Restrictions
This NVQ is not approved for the use of those who are under 16 years of age.
Progression Routes
Candidates successfully completing this Level 2 award can progress on to Level 3 and Level 4 NVQs in Spectator Safety. Level 3 would be an ideal progression for those candidates wishing to take up supervisory stewarding roles, and Level 4 is ideal for safety officers and managers. Candidates working within the stewarding industry may also be required or be interested to obtain their SIA (Security Industry Authority) Licence to work as a Door Supervisor, Security Operator, Vehicle Immobiliser or CCTV Operator.
